He wasn't just replying directly to you that's where you've got it wrong.

Several people made remarks about the Warriors being awful and that's what Diesel's response was to. He was talking about the Warriors as a whole from the start.

I suspect a few teams from Qld cup or NSW cup would do well. PNG, Newtown Jets, North Sydney Bears. They would prepare in advance for months as it would be close to the highlight of the season and a platform for great old clubs to be relevant again.
Basically punt Storm, Panthers and any other club that doesn't want to be there enough to send a good squad and give these clubs a go.
The only condition I would have on a state cup team participating is that they can't be affiliated with an NRL club at all. No feeder clubs.

TO get rid of the teams that don't take it seriously enough (i.e. take a crap squad) the team that finishes last (even have a relegation game) should be relegated for next season and have to play off against NSW and QLD cup team in order to qualify.
