He's trying to get rid of the Deep State without being the guy to actually do it. It's more like he's looking for an assist.

In order to do that, Trump's enemies are his enemies.

Plus, that document was not just released. It's been out for a while as part of the Democratic party dumps. So it's a strategic tweet, not a strategic release.

Well it fits his anti-US agenda. How much dirt has he released on Russia prior to Trump's election? And how much has he ever released on China? If you're only airing one side's dirty laundry you are advantaging its competitors.
