He stated that RL wasn’t played in Jamaica or Ireland and was hardly played in Lebanon in 2017. He actually quoted TWP player John Wilkin as some sort of confirmation.

Dave Woods is one of the best RL broadcasters going around who knows his stuff. He has been a league fan since his school days.

He must have been playing devils advocate because he usually knows what is going on in RL no matter how minute.
