What should be introduced.
1. Five Minute sin bin and power to on field referees.
I think that any players that has been placed on report should get a minimum 5 mins in the bin.
Too many times a player does something untoward to the opposing team and no advantage has been given to that team .
I think just like in Rugby Union the 3 on field referees should converse on the field and make a decision on the matter at hand an weather the offending player gets 5 mins , 10 mins or even to be sent off.
2. 6 man bench.
The NRL announced on Tuesday it will introduce an 18th-man rule from Round 5 in direct response to a recent spate of injuries and concussions. The Australian Rugby League Commission agreed in principle to the new law, which will allow clubs to activate an 18th man only when three players from a team have failed head injury assessments.
I know that some teams will try and milk this rule for what it is worth. So why not just have a 6 man bench to avoid any controversy over the matter.
Wayne Bennent has prove with Souths this year that most of the game he only operates with only 3 players and use 4th player if needed.

Teams are giving away too many six again in the opposites 40. They are not afraid to give the opposition extra tackles allowing there team more time to get back. If a penalty is given then the opposition can take full advantage with there touch finer kick down field giving them up to 40 extra meters instead of extra tackle.
