The Orange God-King's only real skill is to bully, that's the art of the deal. Problem he's got with Iran is they see the whole shebang as an existential crises, and they won't be satisfied with hollow promises, particularly after the US and Israel have twice now started a war with them in the middle of talks.

The Iranian regime believes this is all about their very existence, they are literally f**ked either way, so they'll continue to fight rather than strike a deal that's a dud for them, and just gives the US and Israel time to re-arm.
