If they are going to introduce new laws they need to be significant - as the rugby ELV's are. RL keeps introducing mini-changes which do nothing except introduce a new infringment and new controversy. Examples like the stripping rule and dominant tackle.
The 40/20 rule is an example of a rule which has introduced significant change - or would do if any team really tried to take advantage of it. Going from 5m to 10m rule was also significant.
A issue that many people see as a problem in league today is the wrestle after a player is tackled. Rather than introduce rules to police the wrestle (which is the 2008 method) we need to see rule changes that remove the importance of the wrestle (this is the ELV approach).

Union desperately needs to make the game more watchable. The only thing League needs to make the game more watchable is give Canterbury a bye for 26 rounds in 2009.
