Brisbane is far, far bigger than Penrith, and draws far bigger crowds which means more revenue and probably more sponsorship money.

Well how is it any different from you assuming Penrith have the most? You saying that they have 10 000 is meaningless, because I have no idea how many juniors any other club has.
Common sense would suggest Brisbane have more, as they represent a much bigger area and are a richer club, so can afford to support more junior clubs.

clubs should get dispensation for local juniors
clubs who who rely solely on poaching other players juniors should have to pay some form of compensation to theat club for actually developing them
it's easier for clubs to do well when all they have to worry about is other clubs poaching their first graders

Lets face it. Parramatta have NFI what a good junior is. If Manly didn't pick up the slack, they would end up in Union. And you question the good Manly is doing for the game? What is the point of developing these kids if you are not going to give them a decent shot at first grade?
Spending money on the Sunshine Coast is good for the game. It's fairly untapped currently.

If you keep or cut teams solely based upon junior numbers then either the Broncs, Parra or Penrith will romp the comp every year. (and no I don't have any figures to support this claim. I just assume that these three teams would have a very large junior base compared to most.)
