They were warned to hold off, they knew he was likely to back out. They went ahead anyway hoping media backlash would prove too much for Papalii to deal with...
They then went on a media blitz attempting to bully him into honouring a deal that wasn't legally binding under NRL guidelines and spent several weeks digging a nice big "we're a pack of incompetent hacks" hole for them to claw their way out of. Which i note they are still struggling to get out of (in fairness they had made a very nice start on this hole long before the Papalii debacle)
Good plan save for the fact it would require sydney media to actually give a shit about Canberra, which they dont. So he was able to slink away, get the money he wanted, from the team he wanted without so much as a media whimper.
