On report = penalty?

A tangent from Muzby's post about Inglis the dairy farmer......

Horo was put on report basically for a shoulder tackle on a B grade actor. Unless the Match Review Commitee is made up of the Bowraville Geographic Society, he'll get off. That being the case, effectively that renders the penalty null and void.

In such cases where the referee suspects foul play but is unsure, why not put the incident on report, but NOT blow a penalty? I know its the rules, but the MRC is there to review such cases and decide if it needs to be dealt with. So many times such incidents have been dismissed, when a penalty has alredy been given. Sometimes, simply, a penalty is not warranted.

I thought that for a penalty to be given after the video ref has a look it must go on report. Could be wrong though

Pretty sure he connected with GIs chin...penalty sufficient

Plenty of times a penalty is not warranted without it going on report...

And what happens when the guy is suspended for a week and the other team didnt get a penalty for foul play? Rule is fine how it is.

Horo hit GI in the mouth with his fist before it slide onto the shoulder.
High contact = Penalty
Horo wont get any time
Many players stay down for the penalty if the ref misses it
Seems to be the norm these days
