17 penalties in a rep game and most were minor infringements. Hope the rest of the tournament wasn't like that.

Those two by Fifita were extremely loose carries, particualry the second. There was no stripping action. The tackler had the ball locked up to stop the offload, Fifita fought to free his arms and lost the ball.
