    Not sure what you've already tried, but a new browser might do the trick, can't say I've noticed any ongoing issues with the site and I frequently access it from a number of different connections - some good, some pretty bad.

    Log in to steam, use the pull down menu to set it to offline mode and you'll be fine. You'll need to connect whenever you install a new steam enabled game to activate it, and you may want to set your games to not auto update so whenever you do go online you won't be stuck downloading a tonne...
