Same as the previous list, except this time it's drivers who never even managed to win a single Championship RACE. In no particular order:

1. Andrea de Cesaris (208 Grand Prix, never the best but was a better driver than some guys who won more than 1 race)

2. Chris Amon (dubbed 'The unluckiest driver in F1 history)

3. Stefan Johannson (drove for Ferrari AND McLaren when they were competitive cars, but somehow even that couldn't get him a victory?)

4. Derek Warwick (was at one stage regarded a brighter prospect than Nigel Mansell!)

5. Martin Brundle (He made some bad team decisions (Brabham when they were on their last legs), but still, how the man who made a Brazilian driver named Ayrton Senna work so hard to win the 1983 F3 title could spend over a decade in F1 without a win is truly a testament to the cruel nature of the beast)

6. Roberto Moreno (Like Brundle except even WORSE team choices- Coloni, EuroBrun, Forti anyone? When he did have those rare chances to drive a vaguely competitive car (Benetton), he was a strong performer.

7. Alex Zanardi (If Williams hadn't been in decline when he returned from ChampCars, I really think he was good enough to win a few races at least)

8. Alessandro Nannini (I know technically he won the 1989 Japanese Grand Prix, but that was only because Senna was RORTED by Balestre and FISA. Nannini was set to go to Ferrari in 1991 but then lost his arm in a helicopter crash and that was that)

9. Stefan Bellof (Cut short. Would very likely have been right up there if he hadn't been killed in a sportscar race)

10. Jos Verstappen

Webber has a brain fade every now and then, but he consistently out performs his team mates, none of whom have been mugs. He drives a PoS car and scores points. Compare him to a goose like Barachello that has actually won races. Imo, Webber runs rings around him.
