The on field ref's are shocking in the NRL.

I don't understand that ruling. I know that McCrone stripped it. But in the background you see the ref cleary say play on? If the ref makes a choice like that shouldn't they stick by it. Like when a forward pass can't be ruled when going to the video ref?
