even with a set top box he could still be having reception issues in his area. analog signals can mean you get distortion in the pic with a bad signal. with digital..you either get the entire picture perfect or blank. no inbetweens. so i think the issue is he is not receiving a clean digital signal which means his picture will stutter and freeze till it received the next patch of uninterrupted data.

but lets not argue tech stuff in here hehe
