Not sure what your argument is meant to be here. Hannant got belted when he wasn't expecting it. He stayed down for about 60 seconds because he was, presumably, stunned. Is that not an acceptable amount of time?

As far as I'm aware Hannant doesn't exactly have form as a diver, so why complain when he stays down after copping a genuine hit.

Atleast Utai and Smith had mitigating circumstances, Utai because teams realised he's 5 foot tall and 6'1+ wingers started becoming the norm and Tim Smith had bipolar.
