How does Locke not get put on report for using his knees and how is O'Neill not awarded a penalty try?
He scores of not for the act of foul play. Terrible decision. I bet if it was Billy there'd be no end of sooking!

The decision was terrible:

Firstly, it should never have been a penalty, O'neill went to ground intentionally (not tackled) as Locke was about to initiate a normal tackle. Locke didn't lead with his knees and couldn't pull out. Its like someone doing a hit up, slipping over and knocking themselves out on the defenders knee. Aint the defender's fault.

Secondly, having deemed it a penalty offence (incorrectly) it had to then be a penalty try. Clearly he would have 100% scored without the knees contact.
