That was never, ever a penalty, and never should be. I agree that we need to protect player's heads. We can't go back to the 70's or 80's.
But what could Simona have done differently other than not attempt to tackle? If a player tackling could do nothing different but not tackle, we've lost the plot if that is penalised, or worse, suspended.
Player swings the arm at the head, they could have avoided that. Player goes high, they could have gone lower. I don't agree with banning all shoulder charges, but even then, the players can control that by not leading with the shoulder/wrapping the arm (except for ridiculous "head clash" into shoulders much like head clashes into arms, that Simona has done, and head clashes into heads, chests, hips etc).
But Simona could do nothing different except not defend at all, which is a ridiculous thing to ask of him.
