Not during play. The play was stopped and had been for 5 minutes
the rule was designed to stop captains from approaching the referee for explainations to give their defensive line time to set and rest. Not to stop captains from speaking to a referee during a 5 minute break in play where a guy is getting put on to a stretcher.

Oh ok, I thought they weren't supposed to approach them at all.
Really though, I don't see the point of that exchange though. Sure Smith had a point but the reg was never going to change his mind.
Smith is a smart guy and has the potential to make refs look stupid if they engage in a debate.
Better off saying dangerous position, on report, end of discussion.
