Well,

When a side takes a shot at goal, and kicks the goal, the restart of play is a kick off from the halfway line.

Thus, talking about scoring a ficticious penalty goal, completely changes the reality of what happened onfield.

It is completly different to missing conversions of trys, which have no affect on the ensuing play.
