It hasn't been a penalty all season for people that stay down unless it's reportable.

Problem is referees don't penalise high shots anymore. They wait til the players lay down and let the video ref decide on it.

I didn't think that's reportable but it's as obvious a head high as you'll ever see. Instead of praising the video ref for letting it go we should be cristising 2 referees and 2 touch judges for missing a blatant penalty.
