When a player stops on the spot to avoid an obstruction penalty why do opposition players make the tackle? If they all just stand back there's nothing the attacking team can do but give away a penalty. If he runs, kicks or passes he gets done for obstruction and if he stands still the referee must eventually penalise him for a voluntary tackle.

I hate that they can stop and avoid a penalty. Should just be penalised immediately regardless of whether or not they gain an advantage.
