So what's the actual rule for napas Penalty? You're not allowed to tackle someone hard if they are on the ground?

Honestly I've got no idea. Burgess was penalised and criticised earlier in the year for the same thing. Came in hard on a surrender.

You are only allowed to tackle people with "necessary" force. Using "unnecessary" amounts of force by tackling too hard is not allowed.

At least that appears to be the rule they've made up whenever they penalise Napa for legalling destroying someone. They've basically banned him from making big hits for some reason

I remember Josh Hodgson was penalised by Matt Checcin last year for, in Checcin's words, an unnecessary tackle.
