I can certainly see why people might think it should be a legal tackle but the shoulder charge rule is heaps different to what it used to be.

• The contact is forceful, and;
• The player did not use, or attempt to use, his arms (including his hands) to tackle or otherwise take hold of the opposing player.
So by hitting him hard and knocking him to the ground before he can wrap his arm around, he gets penalised.
Ridiculous.
