It wasn't a penalty.
His arm was fully extended.
Last week Trent Merrin was awesome this week against real fowards he has been utter crap
So by hitting him hard and knocking him to the ground before he can wrap his arm around, he gets penalised.I can certainly see why people might think it should be a legal tackle but the shoulder charge rule is heaps different to what it used to be.
