I think, and forgive me if I'm wrong as the replies came up jumbled, that if a player is in the process of passing a ball and the tackling accidently knocks it down then yes its always called as played at. But if a player is just in a normal tackle and accidently knocks it then that's the cases where it can be played at/not played at
