I'm still stunned. It can't be anything but a penalty. He runs into the back of Ponga who is in the way. There's no "he was there he can't move argument" because Cooper didn't need to run. He could have passed. Instead he uses Ponga as a shield. One half second of him being inaccessible to the defence is all it needs. Clear cut no try.
