It was poor wording. Anyone can drop a ball when going to score, even with no one near them.

People saying that a try has to have been "100% certain" before a penalty play stopped it in order to award a penalty try are setting the bar impossibly high.

The penalty try has to be awarded when any penalty play makes the attacker's job harder, and they don't score, but likely would have.
