Should just allow all kickers to kick without pressure, because most times the halves jump into the kick to gain the penalty.

No way did Hughes jump into that one. The onus is on player trying to effect the chargedown to not attack the legs of the kicker. Salami certainly started his chargedown from a very low point....very reckless attempt.
