I don’t think it was a penalty either but understand what you’re saying. If the ref saw it as a penalty, probably should’ve gone to the bin.

I think he blew the penalty early, realised it was a 50/50 call at best, and didn’t want to compound a potential error with a sin bin.

It was a square up penalty for the first half. There were a number of them.
