Manly, Canberra and the Broncos did all that (along with what the dogs achieved) in the 90s. There were some very dominant teams in an era that was highly competitive at the top.

I’m just suggesting to the bloke that dominance happens because of great drive and talent, somebody breaks from the pack but that there is inevitably a recourse - a team or teams follow their blueprint and challenge or the champion team starts to wane for whatever reason - they get injuries, they lose players etc.

Manly made the grand final 3 years in a row. So did the Roosters. Broncos had pretty much the whole Australian side at one point (97-98). Canberra were clearly the best team in 94. This stuff happens - it comes and goes.

Some team will lift and match them or they’ll fall back somewhat.
lol manly wasnt dominate they lost games, penrith have lost 8-9 games in 3 years and most of those came during origin
brisbane might have but they only won one title and werent really that dominate
people need to rememeber how young this penrith side still is they could dominate for another 6 years

Mainly luck really. On talent Canberra should've won every year in 90's
