Maybe...but Canberra didn't have the intent to win or telepathic cohesion like this Pampfers side. For that reason alone, Pemriff is a cut above. Also, they have gone back to back (should really be 3) Premiership. Neither Manly nor Canberra did that. There's nothing to say they won't be favourites to win the next 2 or 3 either based on squad age/quality. Better winning percentage over a 3 year period too.

This side is the best of the modern era hands down imo.

Manly lost 3 games in 95 (one being the grand final) 4 in 96 and 5 in 97. That’s pretty dominant in my book.

Are Penrith more dominant - sure. But to suggest that they weren’t the most consistent side or weren’t dominant at the time is ridiculous.
im not counting those years considering there was a super league war going on for those years
97 was kinda a joke 96 there was stuff going on too
