Nonsense decision, none of this has ever mattered, the ball carrying arm was brought to the ground in the tackle and then the ball carrier promoted it by moving their arm. That is a double movement as it has been called for decades.

What constitutes a double movement has just changed. What you’re saying is if there’s momentum in the tackle the ball carrier can promote the football, that’s a completely f**king new concept.
It hasn’t just changed, it’s been that way for a while. From the NRL’s 2020 “Laws and Interpretations” document, specifically page 17:

If the momentum of the player in possession carries him into the opponents in goal area, it will not be a double movement if the ball would have finished over the goal line regardless of any subsequent movement of the ball or the arm carrying the ball.

At first looking at it live, it was a try with momentum the major factor. Even though his arm hit the ground, his mass speed was consistent whilst going over the line, which made it more convincing with no tackler stopping or slowing him down.
