Not so sure, there isn’t the tradition of the kiwis or kangaroos. Would have to be right venue right price and some very good marketing to get 20k to a tongan tour I feel.If they pick a venue roughly in the north-east, north-west & London, so they are appealing to three different audiences, they should comfortably get 20K+ to all 3 games.
Tonga should be a pretty easy opponent to hype up, just based upon the last two matches between them and England/GB.
