If the first titans one was only a penalty then the 2nd one which was no worse should get the same which is inconsistency number 2. They decided the punishment based on the injury

I dont agree with that. I could argue the second player in the tackle got him high. Its unfortunate his head hit the shoulder but there's no real force in that one. Ive seen them a thousand times worse and no send off or sin bin
