TBH the judiciary code for 3+ offences needs some tweaking.

E.g. for early please on careless high tackles:

$3000 fine for Grade 1
3 weeks for Grade 2
4 weeks for Grade 3

That's too inconsistent between the grades. I don't think the fines system should apply for 3+ subsequent offences.
