Its because they know its a garbage rule. They'll penalise it to cover player safety but they're never going to actually give a team a try for it.

But I'm not convinced DWZ didn't actually get it down? In most games they zoom in and freeze frame the put down to see if there is separation but they didn't even do a close up today. Why?
