Absolute insane asylum that these are the key measures for a shoulder charge, according to the NRL. The first two are legit the aim of tackling in Rugby League.
As written, any hard hit with your shoulder should be charged.
But of course, the NRL doesn't allow "non-charges" as evidence.
Then we have Ghabar's defence of "yeah but he tried hard".
No chance he gets off.

6.12pm NRL legal counsel, Patrick Knowles, SC, asked the panel to consider four questions:
- was there forceful contact
- was that forceful contact generated by the shoulder or upper arm
- were there arms involved in the tackle
- was it careless.
