It's the slowing down the footage that's the issue. They flick each image going back and forth. You could make anything look warped. I'll never understand things where 99.9% of the population wouldn't agree but happen eg pedo's getting 5 years etc

I've seen it applied when turbo fell over in goal once and the ball hit the ground, but he got up and ran into the field of play and it was play on because he didn't intend to ground it. That's when I learnt about the rule. That was a few years ago now.
