You idiots think HIA is a direct correlation to contact with the head, I have seen multiple times where a guy is hit in the head and there's no HIA. It's not as clear cut as "hit in the head, HIA", or there'd be one on every other tackle.
Far worse? There was a significant mitigating circumstance, Coates was on his knees after being buckled over by another defender. He also wasn't leading with his shoulder, his arm was very obviously wrapped around. Ready for the kicker, make sure you are seated for this one. Coates didn't go for a HIA, guess he wasn't hit in the head, right? No? you said he was? Then why wasn't there a HIA?
Cleary, races up, feet may have been coincidentally on the ground when he made contact but his momentum and the frames after contact clearly indicate there was nothing controlled about how he was trying to hit him.
