What about if you are a current All Black and you have never played NRL before, 75% off the salary cap for the first 2 years, then 50% for the next 3 years. This then guarantees they stay in the game for at least a good wack of time if they make it in the NRL and we get the cream of the crop.

But all you'd doing is having more juniors jump over to RU, then porting over to RL to play for uncle nick, this cannot happen unless its a one time cap concession for new expansion clubs

I haven't put a lot of thought into this but we could always introduce a 'marquee' style player allowance but call it something else.

Apply some conditions which prevent leveraging from one game to another, promote fair use and stick it to Rah Rah.

For instance, you could provide an off cap allowance of X amount toward a current ARU/NZ Rugby/SARU registered player who has not held a professional Rugby League contract or otherwise played professional rugby league (ESL, NRL, French RL etc).

The player must hold a current RU contract or otherwise be in a position to negotiate a new contract with their current team or organisation. Any players who weren't picked up on a new RU contract, without a contract within their organisation or they've played professional league before, don't qualify for the allowance.

Although, I would rather we promote our own. Plenty of good young kids looking for a shot.

I agree with this - And there’s no reason we can’t promote our own juniors, and provide exceptions for long-servers, but also have some form of dispensation to tempt the very top of RU (or AFL) talent, with that strict condition that they’ve never played RL professionally previously.

Yeah maybe, but doubtful. We already scout most of the best Rugby juniors. Can't see that changing anytime soon.

But, your point is even more irrelevant because this rule should only be for the All Blacks current team members as I have already stated. I would think most NZ Rugby kids are already very hard to poach anyway, I mean if it weren't the All Blacks wouldn't have such a great team year in year out. So this is just a way to maybe poach one here and there that has achieved all his childhood dreams and ambitions and now wants to try something new without copping a massive hit in the pocket.

Remember when Rugby Australia found themselves in a positive financial position and wasted a shitload of money throwing big contracts at League players?

Seems a stupid thing to replicate.
