In regards to other parts of the USA - from the USARL website
"Although initial USARL focus will be on the eastcoast to ensure a smooth, on time start to the 2014 competition, we invite applications from individuals in all regions of the USA who have the desire to develop Rugby League in their area. Once the 2014 competition is underway, discussions can to had to create plans that best assist the growth of our sport on a national basis."
And I will clarify one other part, at least until our own press release.....the three teams mentioned with the Axemen are three NEW teams that will be applying for full USARL member status and all will meet the minimum requirements.
And minimum standards are set for exactly the reasons you stated. They are truly a minimum to ensure good operations that lead to NO Forfieted games. They also encourage use of venues that provide a safe and comfortable environment for players and fans. Simple things like toilets for fans, a room and showers for players to wash up after games, and a field that is safe for play, some basic medical help at the venue. It also ensures that all teams have liability insurance that covers them and the venue they use. This is standard in the USA in the case of any accidents that may occur while the team is in "charge of the venue" during its operations. Not having it puts the entire league at risk. The standards are certainly very easy to attain and they are there for the safety of all involved and to ensure committed operations to the entire season for all teams. (Nothing worse than the thought of having prepared for a game with fans planning to attend, sponsors ready to see their name at the venue, players excited about the battle ahead, etc, and then get a call on Thrusday night and being told the other team is not going to show up) Not a thought that any of us ever want to have materialize as the sport of Rugby League tries to get traction in the USA.
I am not able to share anymore at the moment, but I promise a lot of positive stuff is being worked on and this will be a very progressive year for the sport in the USA in regards to grassroots, domestic developmemt. Spending one more week on the foundation and framework of a house, is well worth the effort, rather than being able to move in a week sooner, then have it start falling down around you. Stability and Sustainability are two key components that create a solid foundation.
And the mission and values of the USARL are posted on the website,
www.usarl.com - and all are commited to the Equitable and Democratic Participation of All Members.
