Calling someone of dark skin certainly is racist.
It has been done throughout history to people of dark skin, particuarly those of African descent, by white people, as means of putting them down. Calling them a monkey has the historical context of telling them they are less than human, that they are the same as the most primative primate.
I can understand how someone could see it as not racist, but you need to put it in the context. Its all well and good saying Twizzle is a monkey, or quoting some happy birthday song, but it doesnt have the same context does it?
