I don't think it will stop a mass migration because its not actually providing any opportunities for talented youngsters. They are leaving looking for an opportunity in the NRL, and that won't happen just because the local league is stronger. Players aren't in Qcup and NSW cup because its a good comp, they are trying to develop in a competition that provides genuine opportunity to step into one of the 15 NRL clubs in OZ. If 500 players are leaving NZ annually (article posted here earlier) they are looking for a genuine opportunity. This screams of the need for a 2nd NZ team, them maybe that flow will be stemmed. All this approachi is doing is probably lessening the quality of development that these young players are going to get, which ultimately probably just hurts the NZRL.I'm on the Fence with this, half of me thinks it will help improve the local RL competition in NZ and the other thinks less quality NZ teens will be produced by NZRL.
Either way it's a historical problem since the inception of the Warriors and something has to be done to stop the mass migration of Juniors to Oz
