Happy for them to be a significant part of the talent pool but obviously dont care about them that much lol. I wonder if there's been a change in policy from Vlandys on the PI engagement?
They brought in, and paid for, the mid season test calendar to reward and respect the PI heritage players that make up such a large part of the NRL. Now they've scrapped that and now this, makes you wonder?

Why should The Australian Rugby League pay for other teams players?

That is for the organisers or the relevant countries to pay
NRL players, NRL has the money, the countries dont. They did it for the home internationals.
The event profits get split between the countries hence why the event doesnt cover participating costs.

The NRL put on these games and received TV rights for them. Hard to imagine the Samoan, Tongan or PNG bodies having buckets of money, they aren't getting any income from this tournament. The players might have to shell out themselves. What does this insurance cover anyway, and why don't the organisers have it for the entire event?

All this does is advances the argument for a RLWC being unviable, especially on the scale being attempted here.

not true, all participating countries get share of the profits along with the IRL, and for the first time all players will get a set min % of that payment

The mid year tests were put on because the NRL needed content, The WC organisers need these teams and hence should cover these costs
