saw the masters and Bernhart Langer was using a broomstick putter. Aren`t they banned?

They didn't ban the putter they banned the way it was being used. Adam Scott is probably a good example, he is no longer allowed to anchor it against his chest and effectively create a hinge effect.

The "belly putter" approach would fall under this also.
