EX-BEARS STAR DAVID FAIRLEIGH CONSIDERED FOR PERTH BEARS ROLE
A North Sydney Bears legend and a former head of Sports Integrity Australia who worked alongside Mal Meninga more than 20 years ago at Canberra are believed to be under consideration to be part of the football department with the Perth Bears.

Former NSW and Australian back-rower David Fairleigh and David Sharpe, who was in charge of the country’s peak drug testing agency for nearly a decade before stepping down midway through last year, are in the mix to be among the key appointments for the Bears.

Fairleigh was a key component of North Sydney’s star-studded forward pack in the 1990s going on to play 193 games for the Bears before one season with the Knights in 2000.

David Fairleigh is a key Bears target. Picture:

Since retiring he has transitioned into coaching and spent time at the Knights, Warriors, Cowboys and Eels. More recently he has worked with the NRL. Fairleigh at one point had been earmarked as a head coach of North Sydney’s Central Coast bid.

Meanwhile, prior to joining the Australian Sports Anti-Doping Agency and then SIA, Sharpe was a former Australian Federal Police assistant commissioner and rugby league player.

His relationship with Meninga stretches back more than 20 years to when the Bears coach was in charge at the Raiders.

Sharpe worked as an assistant coach under Meninga at the Raiders in 2001 and 2002. Later, he became the team’s manager for two years.

The pair joined forces again last year with the Kangaroos when Sharpe served on Meninga’s staff - he was the head of professional development and welfare.

It is understood his name is on the radar of the ARL Commission as they begin to piece together Meninga’s staff for their inaugural season in 2027.

Penrith assistant Ben Gardiner has already been appointed as an assistant with a view to eventually taking over from Meninga while former Gold Coast recruitment boss Ezra Howe recently left the Titans amid speculation he would take on a similar role with the Bears.

It is understood Howe has begun talking to player agents about the Bears but is yet to be formally appointed - the Bears held their first board meeting last week.

Who is David Sharpe? Perth Bears announce inaugural general manager of football

Tobey Lewis

The Perth Bears have landed on their inaugural general manager of football, announcing David Sharpe's appointment on Wednesday.

He will now join a front office that includes chief executive officer Anthony De Ceglie, and head coach Mal Meninga.

De Ceglie emphasised the importance of hiring a candidate with a depth of experience in both rugby league and the broader Australian sport landscape.

"David’s background is unique in Australian sport and we’re thrilled his expertise across sports integrity, cultural leadership and rugby league will be part of our DNA from day one," he said.

The Bears will play their first official match in 2027, but preparations have already begun ahead of the all-important November 1 opening of the free agency window.

Who is David Sharpe?

David Sharpe played and coached for the Canberra Raiders before moving into the role of culture and welfare officer for the Kangaroos.

He was also the assistant commissioner of the Australian Federal Police, as well as the CEO of Sport Integrity Australia and Australian Sports Anti-Doping Authority [ASADA].

Through his work in those roles, Sharpe has been awarded both the Order of Australia Medal and the Australian Police Medal.

In a statement released by the club, Sharpe expressed his excitement to begin the new role in Perth, as well as his vision for the formative years of the Bears franchise.

"Perth will be a club that players and fans feel privileged to wear the logo," he said.

"I’m honoured to be part of what Anthony and Mal are building because the Perth Bears will put fans and community at the heart of every decision.

"The game of rugby league has given me and my family so much and now it’s time to give back."

Perth Bears appoint David Sharpe as GM of Football

The Perth Bears Rugby League Club is pleased to announce the appointment of David Sharpe APM OAM as its inaugural General Manager of Football.

With nearly four decades of distinguished experience across law enforcement and sports integrity, Sharpe is recognised globally as an authority in both fields
His career with the Australian Federal Police saw him rise to the rank of Assistant Commissioner, where he led initiatives like the Mental Health Strategy Framework.

His deep-rooted passion for rugby league, reflected in his past as a player and coach with the Canberra Raiders and recent role as a culture and welfare officer with the Australian national rugby league team, complements his extensive leadership roles in sport.

As CEO of Sport Integrity Australia and previously ASADA (Australian Sports Anti-Doping Authority), David pioneered a new National Integrity Framework that set a global standard for safeguarding integrity across sports.

His efforts have extended beyond Australia, where he has been instrumental in promoting athlete rights, developing award-winning educational programs, and advocating for gender equality within sports leadership positions.

His accolades include the Order of Australia Medal and the Australian Police Medal.
Recently, it was under Sharpe’s watch that the SIA conducted a review that found gymnasts were abused at the WA Institute of Sport - praising the “courage” of those victims who came forward with evidence.

Perth Bears chief executive officer Anthony De Ceglie said Sharpe was a visionary and transformative leader who would help ensure the club’s foundations were built on the highest of values from the very start.

“David’s background is unique in Australian sport and we’re thrilled his expertise across sports integrity, cultural leadership and rugby league will be part of our DNA from day one,” he said.

Head Coach Mal Meninga said it is a wonderful appointment for the Perth Bears and the West Australian rugby league community.

“I am excited to work alongside David and continue our long association within the sporting sector,” he said.
“I know David is looking forward to this challenge, but I also know his values, integrity and experience will help us establish a best-in-class organisation.”

Sharpe said he can’t wait to make Western Australia his home and repay the game that has meant so much to him during his life.

“Perth will be a club that players and fans feel privileged to wear the logo of,” he said.

“I’m honoured to be part of what Anthony and Mal are building because the Perth Bears will put fans and community at the heart of every decision - and that means integrity is a priority.

“The game of rugby league has given me and my family so much and now it’s time to give back.”

The Perth Bears have made a key recruitment move ahead of November 1.
According to reports from Channel Nine reporter Danny Weidler, Broncos Recruitment Manager Dane Campbell will join the Bears as the club’s new Head of Recruitment.

With less than eight weeks until the NRL’s 18th franchise officially hits the player market, Campbell will work alongside head coach Mal Meninga, assistant Ben Gardiner and GM of football David Sharpe to assemble the Bear’s inaugural playing roster.
A former Queensland junior representative, Campbell featured for the Redcliffe Dolphins and Brisbane Easts during his playing days, while also featuring in six NRL games for the Newcastle Knights.

Since retiring, Campbell has served in recruitment and pathway roles at both the Melbourne Storm and North Queensland Cowboys where he was Recruitment Manager for almost five years.
News of his move to the Bears comes as something of a surprise given the 42-year-old only joined the Broncos from the Cowboys in June to work alongside the club’s long-serving academy chief Simon Scanlan.
Of course, with the player recruitment clock ticking things continue to happen fast in the west, with Campbell’s new football department boss David Sharpe only touching down in Perth himself last week.
On his arrival, Sharpe explained there was much to be done as the NRL’s newest club hustles to build it roster.
“I think we’re going to be linked with every player in the game until 2027,” Sharpe told local radio.
“It’s great to be linked with the big names—we just have to work out what fits Perth and we’ll certainly recruit around what the values of Perth and the Bears are going to be.”

NRL: The Gold Coast Titans have lodged a complaint with the NRL following the actions of a departing recruitment boss who has been linked with the Perth Bears.

Mal Meninga’s Perth Bears have raided the Broncos ranks by poaching Dane Campbell to be their inaugural recruitment boss.

The Bears are building their front office with former Brisbane development staffer Campbell appointed as recruitment manager, while Ian Millward will be Perth’s elite pathways manager.
A former NRL player at Newcastle in 2005, Campbell only recently joined the Broncos after serving as Cowboys recruitment chief, but the Bears have raided Red Hill to snare the highly-rated talent spotter.

Former Titans recruitment boss Ezra Howe had been linked to the Bears post, but his recent integrity scandal involving the Gold Coast has opened the door for the Bears to target Campbell ahead of their entry to the NRL in 2027.

“I am incredibly excited by the opportunity to join the Bears and work alongside some incredible people that have achieved so much in both rugby league and the corporate world,” Campbell said.

“Perth is a great sporting city and I truly believe that we can build a team from the ground up that the community will be proud to call their own.
The Bears have signed Dane Campbell to head up their recruitment.

The Bears have signed Dane Campbell to head up their recruitment.

“Mal (Meninga) has a proven track record of being able to unite high-performing teams and set great culture and values, which I am confident he will be able to instil in the Bears.”

Campbell will work closely with Millward, who has decades of experience in the game across Australia and the UK.

Millward has spent more than a decade at the Dragons in a range of positions from assistant NRL coach to heading up recruitment.

The former North Queensland interim coach has more recently worked as the Dragons’ pathway recruitment officer.

“I’m honoured to accept the role with the Perth Bears as the club enters the NRL,” Millward said.

“This is a once-in-a-lifetime opportunity to help build strong foundations for the future of rugby league in WA.

“I look forward to working with players, coaches and the community as we develop pathways that will support long-term success at the elite level.”

Meninga said Campbell and Millward were “considered and smart appointments for the Perth Bears”.

“The enormity of the task shouldn’t be underestimated,” he said.

“They give me a great sense of confidence having them in our cave. In line with the Bears values of being forward facing and bold; we will continue to have the very best of talent within our team.”

Perth Bears CEO Anthony De Ceglie said Campbell would bring a pioneering spirit to the job, with his experience growing the game in places such as Jamaica, Vanuatu, the West Indies and Singapore.

“Dane’s identification, negotiation and management of NRL playing lists is second-to-none,” he said.

“We are very confident he is the perfect fit to help prepare the Perth Bears for a successful debut NRL season in 2027.

“And Ian Millward’s experience across so many facets of the game will be invaluable to the organisation on every level.”

The Dragons have also announced Michael Ennis as Shane Flanagan’s assistant coach after Ryan Carr took on a head coaching position at Castleford.

Ennis and Flanagan combined to help Cronulla win the title in 2016 with Flanagan as coach and Ennis as hooker.

“It’s exciting to be able to welcome Mick to the Dragons,” Flanagan said. “He brings with him a wealth of experience and a diverse range of knowledge. He’s played under and worked alongside some of the game’s best coaches and will add a lot to our coaching staff here at the Dragons.”

Ennis – who spent one season at the Dragons as a player in 2005 – most recently worked at Manly who are now in talks with NSW coach Laurie Daley about a position.
