the money saved on next years cap is used for new contracts , next year.

If a club wants to get rid of a player, they have to pay out that contract.
If a player wants to break their contract, yes the club gets to stop paying them, but they still have to pay that money to other players to meet the salary cap rules.

That may help good teams, but it doesn't help shit teams that are struggling with recruitment.

As Lamback said . so just front end a few contracts this year , then the money isn't wasted

That and a player swap is better then paying him and not playing him
