I would say it will be on after the ashes series and before our summer, sometime there as there seems to be nothing doing on the international calendar from mid sept to early November, so about a 6-8 week gap there, seems logical for the best t20 clubs around the world to play in this time frame

It is a ICC rule that players must play for their IPL teams.

I think it's in an IPL contract that you have to forgo some of your cash if you choose another team.
