I think it depends on the coach. When Brian Smith was at Parra he chopped and changed our squad so much every single year. Seems to have done a similar thing at Newcastle.

There are other coaches that are just as bad. I reckon Ricky Stuart has recruited more halfbacks this decade at the Roosters and Sharks, than Canberra have recruited total players.
