So everyone wants the game to come out with a clear strategic plan for us all to get behind and support. Now the game is doing so & people are still complaining because one part of the plan is not what they want.

Good on the ARLC for looking after the important issues and focussing on expansion when the game is in a stronger position to do so, unlike some other competitions at the moment.

Strengthen the current teams first then slowly bring in expansion sides.

Personally - I would fix up National Reserve Grade and then expand

We will have to wait and see the announcement but, to have a long term plan means to say be will bring in # teams at point A and point B not say we will look and evaluate the merits of expansion in 2yrs time. Sort of defeats the purpose of a long term strategic plan.
