Both those teams would probably get thumped by the Titans but there is a bit of depth lying around that can bolster expansion teams...
Add in the top players from SL and one or two established NRL players and youd build competitve squads

That’s why you spread those players throughout the competition teams to replace the cherry picked already established NRL players needed to fill teams 18&19 30 man squads.

Then what happens when tommy turbo, James tedesco, Brian to'o, and Cameron munster are all out injured for an extended period, half that list is in the top30 for that reason, temare martin just came in for the injured Luke metcalf, warriors planned for depth, michael jennings is 35 ffs, and its probably his last season, but he is there to cover centre/fullback, as does most of the competition, especially when it comes to the State of Origin months, it's fine to day we could make 2 teams worth, but every team wants a strong 30 man squad for cover need to look at who's NOT in a 30 man squad, like you said ESL and probably Qcup

I personally think it is an overstated problem however I do think that
a specific set of strategies should be created to alleviate player depth.

3. NSW / QLD Cup entry a year early.

If the new teams were given a year in QLD Cup / NSW Cup it would also incentivise strategic recruitment of some developing players and also Union players to give them a year to develop before entry. This may also help in the recruitment of American Athletes who have the potential but need time to develop (yes, harder than Union transition)

What strategies do you suggest?
This is probably the main one as well as having the equivalent junior reps teams (e.g. Matthews, Ball, Flegg in NSW) having been run for at least 5 years.
This would also assume that there is an established, decent amount of juniors playing the game in the region to have had those teams running

A couple thoughts.

1. Only half the playing squad can come from NRL contracted players

The goal in doing this is to avoid reaction and depletion of wider NRL squads but also to encourage a wider view to recruitment.

To facilitate this expansive look toward recruitment...

2. Raid Union (and other sports) globally

For the first 3 years players recruited from the top tiers of Rugby Union (or emerging national players at lower age groups) - up to half the playing squad, should be salary cap exempt.

For instance. If the Salary cap is 12 million. 6 Million can be spent on players from the NRL Rugby League playing base, players drawn from outside of the present NRL stystem would not count for three years.

This would allow, for instance, a team in Southern NZ to raid Super Rugby ranks and All Blacks. A team from Perth would do well to raid South African and Wallaby ranks. Outside backs in particularly from South Africa could make the transition. This would also do well to gain attention from South Africa. (I would also suggest 'West Coast' as a name as this could also be leveraged to target an extended fan base in the Capetown / West Coast region of South Africa)

Entry into a 2nd tier competition a year early is a great idea! I really wish I had thought of it.

There are many players in Cup that are quite a bit better than some of the big name players in these teams. So, yeah, there is more depth than people realise.

Yes, what you can get rid of is "centres" get the backrowers to link with wingers on the edge
I like a ball playing lock forward that can play as a second receiver on one side of the field, with the fullback playing as second receiver on the other side when the ruck is in the centre of the field. It provides attacking options on both sides of the field. Unfortunately, few teams use this tactic.

Removing the centres would increase the workload on the second rowers. They would be responsible for calling the wingers in on jam defenaive plays and have to cover the halfback/five-eight on the inside. When the wingers drop back on the 3rd or 4th tackle to cover the kick the flanks will be more exposed.

Increase the workload? They don't do anything but run lines, need to give David fafita more to do
